 Operating Engineers' Hanley Announces Retirement                          
                                                                           
                  Frank Hanley, president of the
                  International Union of Operating
                  Engineers, Jan. 18 announced his decision
                  to step down as head of the 391,000-member
                  union, effective March 1, according to a
                  union spokesman.

                  Hanley, 74, made the announcement during
                  the union's executive board meetings in
                  Bal Harbour, Fla. He has served as
                  president of the union since 1990.

                  Vincent J. Giblin, who served as
                  secretary-treasurer under Hanley, will
                  serve the remainder of Hanley's five-year
                  term. Hanley's son, Christopher J. Hanley,
                  will be the union's secretary-treasurer as
                  of March 1.

                  Changes in the union's leadership were
                  unanimously approved by the executive
                  board. The new officers are expected to
                  run for election by union delegates at the
                  union's next convention in 2008.
