Rules, Regulations, & Wage Policies
- All elected officers shall serve a three- (3) year term commencing upon
installation and expiring upon installing upon new officers in May-June 2000.

All elected non-full time officers will be allowed the following fees per month
provided that the duties and obligations of their respective offices are properly
attended to:

The President shall receive $200.00 per month for the term of office.

The Vice President shall receive $150.00 per month for the term of office.

The Recording Secretary shall receive $250.00 per month for the term of
office.

The Sergeant-at-arms shall receive $150.00 per month for the term of office.

The Trustees (Auditors) shall receive $150.00 per month for the term of office.

The Executive Board Members shall receive $150.00 per month for the
term of office.
- All fees are subject to the applicable taxes, and if any of these positions are filled
by full-time salaried employees of the local, they shall not draw these additional
officers pay.

The Business Manager shall receive a base salary of $75,000 per year, and the
Secretary Treasurer shall receive a base salary of $70,000 per year, and both shall
receive on June
1st
2000, June
1st
2001, and June 1st, 2002, the first, second, and
third year of the term of office, an annual raise not to exceed four percent (4%) of
wages, at the discretion of the Executive Board. The full-time Assistant Business
Agents shall receive $65,000 per year, and shall receive the same four percent
(4%) pay increase effective June I" year 2000 as the elected full-time officers,
again at the discretion of the Executive Board.

In the filling of a vacancy that may occur during this term of office, the before
mentioned wages and expense allowances shall be null and void and the
Executive Board shall determine the amount of wages and any other
compensation to be granted the new appointee for the balance of the unexpired
term of office, subject to membership approval.

That the Executive Board be empowered, in cases of financial difficulty, to
decrease the salaries of any or all officers as it deems necessary in the best interest
of the Local.

That full-time elected officers and each field representative be supplied with an
automobile on a leased or purchased basis, and that the Local Union also assume
the cost of gasoline consumption, credit cards, licenses, maintenance repairs and
the necessary insurance coverage of such automobiles. The above automobiles
are to be used on a basis of 24 hours around the clock in the lines of duty in
compliance to the Local Union's differential shift work. The Executive Board is
empowered to trade in automobiles and purchased new ones when deemed
necessary subject to approval of the membership.

Salaried employees are paid on the basis of 52 weeks a year; each full-time
employee shall receive two (2) weeks paid vacation. In no event will the
employee receive more than 52 weeks pay, whether the vacation time is taken or
not. There shall be no pay in lieu of time taken, and no carry over of vacation
time or pay from year to year.

Upon approval of the Executive Board and the membership, all officers or
employees shall be reimbursed by the Local for any expenses incurred by them in
connection with the performance of their duties on behalf of the Local.

That the full-time elected officers and each field representative will be provided
with telephones and beepers by the Local in order that they may conduct union
business. The bills will be reviewed by the Executive Board and personal calls
will be charged to the individual.

By virtue of his elected office, the Business Manager shall serve as a delegate to
District Council and all other local labor bodies with which the Local Union is
affiliated.

Compensation for the full-time employees shall also include continued
participation in the Chicago Laborers' Health & Welfare Fund and the Pension
Fund contributed at forty (40) hours per week, and any other required Benefit
Plans now in place.

The Local, through its officers, shall retain and pay a certified public accountant
to prepare year-end audits, and prepare Department of Labor LM-2 forms and
Internal Revenue filings.

The expense allowance for meetings and conversations will be get by the
Executive Board (airfares, meals, taxis, car rental, etc.) as the event occurs.

The election judges shall receive $500 for Election Day and all necessary
meetings in connection with the election.
All in favor of accepting the aforementioned Local 5 Compensation and Benefit
package for Officers, Auditors, Executive Board Members, Business Agents, and
Business Managers.
