RE: 2006 Delegate Election Planning, Election Notices, and

Worksite Lists

As the time for nominations and elections for Delegates to

LIUNA's 2006 Convention approaches, the Elections Office is

advising all Locals of several upcoming requirements and

deadlines in the election process. Further information on the

topics addressed here can be found in the 2006 Election Rules,

previously sent to all Locals.

Election Plan Form

Under the 2006 Election Rules, Locals must submit their

completed Election Plan Form ("EPF") to the Elections Officer by

no later than April 15, 2006. Election Rules, Art. I, Sec.

A(5). A copy of the EPF is attached, and additional copies may

be obtained from the Elections Office website www.liuna-eo.org

or by calling the Elections Office toll-free at 877-232-4047.

The completed EPF can be mailed to the Elections Office at the

above address or faxed to 202-624-7420.

Timing of Nomination Meeting and Election

Each Local's nomination meeting must take place in May and

each Local's election must take place in June. Election Rules,

Art. I, Sec. A(2). If your Local is conducting an in-person

election, the election must be held at least thirty days from

the nomination meeting. Election Rules, Art. I, Sec. B(3).

If your Local is conducting a mail ballot election, mail

ballot packages must be mailed ten to fifteen days after the

nomination meeting. Election Rules, Art. I, Sec. B(6)(b). The

return date for the mail ballots (that is, the date by which a

ballot must be received in order to be counted) must be at least

fifteen days after the mailing of the ballots and at least

thirty days after the nomination meeting. Election Rules, Art.

I, Sec. B(6)(a). The Election Judges will retrieve the ballots

from the post office at or shortly after 12:00 p.m. on the

return date. Election Rules, Art. I, Sec. B(6)(h).

In addition, each Local must conduct at least one regular

meeting between the nominations meeting and at least seven days

before the election. This meeting, however, may be held

immediately following the nominations meeting. Election Rules,

Art. III, Sec. F.

Notice of Nomination and Election

Each Local must mail a combined notice of the nomination

meeting and election to each member in good standing, as well as

all persons who were in good standing at any time from January

1, 2006 to the date of the mailing. The notices must be mailed

at least fourteen days in advance of the nominations meeting by

first-class mail. Election Rules, Art. I, Sec. A(6).

The notice sent should be in a form substantially similar

to the model notices attached here. Please note that there are

different model notices depending on the type of election that

your Local will conduct (that is, either in person or by mail)

and depending on whether your Local is to be combined with

another Local for purposes of the Convention Delegate election.

Also be advised that Locals granted a variance to combine their

Convention Delegate and other officer elections will be provided

with a different model notice for their use. Locals granted a

variance to use absentee ballots will also be provided with a

special model notice.

In addition, when the Local will conduct its required

regular meeting immediately after the nominations meeting, that

should be indicated in the notice of nomination and election.

Please be advised that Locals conducting an in-person

election are also required to send a second notice of election

fourteen days before the election date. Locals conducting a

mail ballot election are not required to send a second notice

because the mail ballot package sent to each voter provides

notice.

the Elections Office website www.liuna-eo.org or by calling the

Elections Office toll-free at 877-232-4047.

Worksite List

Under the Election Rules, Locals also need to prepare a

list of worksites where members of the Local are working as of

April 1, 2006. Election Rules, Art. III, Sec. A. The list must

be arranged by employer name and location. The Local must make

its worksite list available, on request, to any candidate for

Convention Delegate or International Office. The Local must

update its worksite list on June 1, 2006. The Local should not

send its worksite list to the Elections Office, except upon

request.
