RE: Campaign Mailing Deadlines  

One of the campaign rights of candidates in the 2006 delegate election process is the right to a campaign mailing at the Elections Officer’s expense. This mailing is to be carried out by each Local Union shortly after nominations, with the right to seek reimbursement from the Elections Office pursuant to the 2006 Election Rules. To enable Local Unions to meet this obligation while also meeting the other election deadlines required by the Rules, the Elections Officer has revised the 2006 Election Rules as described here. The text of the revisions is attached.

For all Local Unions, the Rules are revised to provide that candidates who wish to make a campaign mailing at the Elections

Officer’s expense must submit their one-page campaign material to their Local within 7 days after the nomination meeting. The Local must then combine all of the timely submitted materials into one mailing to the Local’s members, and that one mailing must be done within 12 days after the nomination meeting. Thus, the Local will have up to 5 days to process and distribute this mailing.

For those Local Unions which will use a mail ballot for the delegate election, the timing of this campaign mailing in relation to the timing of the mailing of ballots is critical. In order to ensure that this campaign mailing will be conducted sufficiently in advance of the mailing of ballots, the revised Rules now require that mail ballots cannot be mailed until at least 3 days after the campaign mailing is completed.

REVISIONS TO 2006 ELECTION RULES

Revise Article I, Section B(6)(b) to read as follows:

No sooner than ten days, and no later than fifteen days, after the nomination meeting, and in any event at least  three days after the Local has mailed the Candidate Mailingat the Elections Officer’s Expense required by Article III, Section I of these Rules, the Election Judges shall prepare and mail to each member a carrier envelope containing:

Revise Article III, Section I(2) to read as follows:

Such campaign communication must be received by the Localwithin seven days after the nomination meeting. All communications received by the Local by that date shall bepromptly combined and mailed in a single envelope to allmembers of the Local or combined Locals.

Revise Article III, Section I(6) to read as follows:

In the event a Local conducts its election by mail ballot, the mailing pursuant to this Section must be made no later than twelve days after the nomination meeting and at leastthree days before the mailing of ballots.
