RESOLUTION TO AMEND
ARTICLES V, VI, AND VII
OF THE INTERNATIONAL UNION CONSTITUTION
AND THE ETHICS DISCIPLINARY PROCEDURE

WHEREAS, the General Executive Board (hereinafter, "the Board") has entered into a final Agreement with the United States which contemplates certain constitutional changes in order to promote free and fair procedures in connection with the nomination and election of members of the General Executive Board and to continue LIUNA's successful internal reform program;

AND WHEREAS, the Board recognizes that the said Constitutional amendments will be subject to ratification by the delegates to the 2001 General Convention pursuant to Article II, Section 2(e) of the International Union Constitution;

NOW THEREFORE BE IT RESOLVED, that the Board adopts the following changes to the International Union Constitution:

Amend Article VII, Section 5 of the International Union Constitution to read as follows:

Amend Article VII, Section 4 of the International Union Constitution to read as follows:
 
Delete Article V, Section 9(e) of the International Union Constitution and amend Article V, Section 9(c) to read as follows:
Amend the relevant provisions of Article VI, Section 7 of the International Union Constitution to read as follows:

Amend Article VII, Section 9 of the International Union Constitution to read as follows:

respect to the exercise of his authority in accordance with Section 8(c) above, it is determined that the Elections Officer abused his discretion.

AND BE IT FURTHER RESOLVED that in accordance with Section 3 of the LIUNA Ethics and Disciplinary Procedure the term of the GEB Attorney shall be extended until September 1, 2006. 

AND BE IT FURTHER RESOLVED, that these amendments to the International Union Constitution are effective this 7 day of February, 2000.
