money" Bloch is now(Aug-2000) supervisor to the Chicago Laborers District Council which
is operating under a RICO consent decree, having formerly been appointed trustee
by GEB Attorney Robert Luskin with the acquiescence of the U.S. Attorney.
Robert Bloch is a partner in the Chicago law firm of Dowd and Bloch, was regional coordinator for the great Lakes region in 1996 and in this member's humble opinion, is a disaster as a trustee, as a deputy election officer, as a supervisor, and as defender of a union's member's right of self governance. The reasons justifying this assessment of Robert Bloch's capability to assure a free, fair, democratic and informed LIUNA Election will be documented extensively and Mr. Bloch will be given an opportunity to respond and correct any statements he considers false.
Robert Bloch's law partner, Peter Dowd, is counsel to the Chicago Laborers pension fund and welfare fund, having been appointed in a process that Mr. Bloch engineered by appointing trustees to the funds who were instructed to appoint Peter Dowd as counsel to replace Hugh Arnold. One of the appointments was Harvey Nathan, a non LIUNA member. I was told Harvey wanted to do an extensive audit of the funds and was rebuffed. There is a computer systems operator who manages the pension/welfare computer systems who was specifically recommended by Hugh Arnold and Joseph Lombardo and who apparently can make changes to records /files without leaving an audit trail. This, I find, disconcerting to say the least
Robert Bloch gets paid as supervisor of the Chicago Laborers district Council. Fee income to his partner pays his office rent. Now he will get paid to serve as deputy election officer . As trustee of the Chicago Laborers District council, he facilitated the election of his favored candidate, John Michael Lazzaretto, as vice president of the district council, appointed John Michael Lazzaretto a trustee to both funds, interfered in 1998 local election of local 152 to make sure John Michael Lazzaretto's slate did not have any opposition, wasted members' money in the purchase and rehabilitation of a building the District Council will not move into, illegally raised working dues for union members without their required approval, aided and abetted the distribution of working dues illegally collected from members, subverted due process by getting a dispensation from the U.S. Attorney from criminal prosecution for distributing working dues illegally obtained, and never informed the members of the reasons the District Council was put trusteeship in the first place.
He is guilty of solicitation, asking Romano if he could handle the filing of an NLRB grievance, something Joe did free of charge
Bloch attempted to sabotage my transfer from 5 into local 2, a fact that can be corroborated by the FBI and Sadlowski. Riley expressed his anger upon learning the secretary-treasurer signed my transfer by slamming the phone down. DOJ knows this and does nothing about it..
Bloch filed handwritten LM2s for 1999 that did not list or breakout his income as trustee. Handwritten LM2s are or should be unacceptable. Handwritten answers on LM2s are clearly not professional. Schippers did the same thing.
Bloch also refused my offer to web publish free of charge any and all documents made public via court filings that would educate the members of LIUNA about organized crime's influence and control over the district council. He has rebuffed attempts by Sadlowski and Romano to educate the district council delegates about union democracy. He is , in my opinion, a weak leader that wants to become "one of the boys" rather than the strong labor leader LIUNA needs to promote unionism. He is as useless as a teat on a bull in promoting union democracy. He ought to resign from AUD as well as Deputy Election Officer if he can't discern the obvious conflicts of interest inherent in receiving multiple salaries from LIUNA while being expected to be Independent Deputy Election Officer. If anyone thinks my opinions are off base, I am willing to debate the issues.
