Local 740, Millwright - OWL Modifications
Dear Mr. Scarvalone:
Millwright Local Union 740 has requested the District Council to make certain additions to the out of work list skills its members can list, which are now being required by contractors in that industry. The new skills are:
Hytoric Qualified - Bolting Technicians USPS Bulk Mail System
Theodolite
GE Gas Turbine
Millwright 16 Hour Safety Training
Enclosed herewith is a copy of an August 12, 2004 letter from Martin Daly, Director of the Labor Technical College ("LTC") to District Council President, Peter Thomassen, with information regarding when these courses were taught and how many members have completed them. I am advised by Larry Heuler, Business Manager of Local 740, that in September 2004, the Indian Point generating plant will be shut down for maintenance on its GE/Westinghouse turbines. In connection with that project, Mr. Heuler advises all mechanics will be required to have completed the Millwright 16 Hour Safety Training program, which is designed to meet the Westinghouse standards.

In addition, Millwright Local 740 joins with the other Carpenter Local Unions to request the addition of the UBC Aerial Lift Training skill. This skill, which is also taught at the LTC, concerns the safe and proper use of "self-propelled elevated workplace platforms and boom-supported elevated work platforms". Enclosed is a copy of a July 26, 2004 letter from LTC Director Daly to EST Michael J. Forde indicating this course has been taught 24 times since November 2003 and 216 members have successfully completed this training. (The 37 page course handbook referenced in the Daly letter is not enclosed.)
Floorcoverers Local 2287 has requested the District Council to add the skill of Artificial Turf Installation, which has been offered three times and completed by 44 members. Enclosed is a description of this course as included in the July 26, 2003 letter from LTC Director Daly.
The various Carpenters Local Unions have requested the District Council to add the skill of Dupont Bath Surfaces installation. This course has been offered three times and completed by 25 members, as discussed in the July 26, 2004 letter from LTC Director Daly.
Finally, the District Council seeks to clarify and accurately record the various Track Safety Training skills required for work on the different divisions of the MTA railroads, that is, Metro-North, Long Island Railroad and MTA subway tracks. All members currently possessing the Track Safety Training certificate from any branch of the MTA has listed in his or her portfolio the generic Track Safety Training skill. In another July 26, 2004 letter enclosed herewith, LTC Director Daly defines the different training skills for each MTA division. MTA Track Safety is now offered to carpenters by the MTA under contract with the LTC. As indicated in his July 26, 2004 letter, and supplemented on July 28, 2004, 58 members have completed this training in the four classes conducted between June 19 and July 24, 2004. The District Council proposes to break down the current Track Safety Training skill into its three components. Each member currently listing Track Safety Training will have their specific skill listed as evidenced by the certificate they have on file with the OWL office.
The District Council would like to implement these changes in early September. In accordance with the December 2002 Stipulation and Order of Judge Haight, the District Council will flag all requests for these skills for 12 months after they are approved. The Government's approval of these changes will be appreciated. In view of the impending work to be performed at Indian Point, however, the Government's first attention to the Millwright skills additions will be appreciated.
