local 2 files and background.
The most recent information on local 2 and what is going on in the Laborers union can be found at http://www.thelaborers.net/ a site that is maintained by Laborers for JUSTICE and which has hard to obtain documents that Chris White does not have permission to copy and display on his site. Members of Laborers for JUSTICE do not spend their time and money obtaining documents, scanning them, and web publishing them for Chris White to copy and provide on his site. Chris White is welcome to get the documents himself. He can link to the various sites Laborers for JUSTICE is providing LIUNA members so they don't have to wait for Chris White to publish information on a timely basis if it meets his approval (censorship). Until Chris White keeps his promise to provide the domain name of http://www.laborers.com/ in return for receiving the draft RICO complaint, Coia's testimony in the Serpico hearing the transcripts of the Chicago Laborers District Council, Vaira's secret memo to the FBI and a host of other hard to obtain documents that Laborers for JUSTICE has copyrights to, we will not provide Chris White with any more files and we will publicize every theft of documents and every copyright infringement Chris White is guilty of.
99-09-17 Sent power of attorney to Trustee Schippers and his assistant Al Tracy, neither of whom know how to run a union but both of whom know how to cash checks written on local 2's treasury. The members knew organized crime was out to steal from coffers of local 2, that was expected. The unexpected sometimes is more startling-especially after one hears about one's impeccable reputation that turns out to be very peccable. When the trusteeship is over, the first thing the new executive board will do is use local 2 funds to sue Schippers. (promise)
John Burke was fired from local 2 for uncovering corruption. The second business agent, Mark Tomasik, will resign because he is not being allowed to install "union democracy" or keep his promises to the members that they would have input in the selection of their stewards. Tomasik was told not to go to the tunnels where "company man" Hartmann is the steward. Kenny Construction runs the tunnels, the same Kennny who is Mayor Daley's close friend, who gets no bid contracts, who sits as trustee on the funds. Mark Tomasik was pulled off The Chicago Park District, The Cook County employees, and Kenny Construction- all cesspools of "democratic party cronyism and nepotism and favoritism. Hartmann used to collect the money from the members, put it in his private checking account, and then write a check to local 2. Hasn't anyone heard of "float", interest bearing checking accounts?.
99-09-09 Explained for the umpteenth time to David Schipper's assistant (Albert? Tracy) that under LIUNA rules, members can be represented by lawyers, by other members ,or by themselves in requesting copies of collective bargaining agreements from their local, which under federal law the local is required to provide. Will now have to further educate Mr. Tracy that foremen of an employer do not appoint the union steward. Foremen are management, Mr. Tracy, not union. The union does not allow management to dictate who the union will appoint as steward any more than the democrats allow the republicans to create their party platform.
Told the members of local 2 at our union education meetings that the letter local 2 purportedly sent out to inform them of the availability of union constitutions to those requesting was apparently lost in the mail and assured them that Nancy Ruggerio would not lie about such an important matter. Also informed them that Mr. David Schippers is an honorable man (so are they all, all honorable men ...)and that he personally assured them at the last meeting on June 8, 1999 ( long, long ago) he would not lie to them and that they could contact him at any time. . Also informed them that Mr. Sladowski was probably working overtime (without pay) to correct the unjust contact workers at National Power Rodding have to suffer under. The meeting was very productive with more than its usual share of laughter and brotherly camaraderie , especially when I assured everyone present that Mr. Schippers was doing his best under the circumstances to fulfill his obligations to restore union democracy in local 2.
Told my pro bono client, Mr. Burke, that the transcript of local 2's trusteeship hearing that Mr. Tracy said he was going to mail probably got lost in the mail too and not to hold his breath waiting for it. If John Burke ever sees the collective bargaining agreements Mr. Tracy is supposed to send him, we will report that not everything local 2 puts in the mail gets lost.
The next union meeting for local 2 will probably be held in the hall of Mr. Hogan's client, further enhancing the treasury of IBEW local 134 and its ability to pay for its lawyers. (No conflict of interest there?) Cheaper than a VFW hall the members are familiar with? We are curious if Mr. Hogan is defending Mr. Fitzgerald in Mr. Fitzgerald's denial of using employer money in his last union election. see letter
99-08-27 Added IHO Order and Memorandum imposing trusteeship with commentary on IHO errors
99-06-08 Attended meeting wherein Trustee David Schippers introduced John Burke as his deputy trustee, passed out copies of the major collective bargaining agreements to members who never knew they existed, explained to Trustee Schippers that if he were to provide members with copies of LIUNA's constitutions, he would be misleading them if he were only to hand out one booklet which purports to be the constitution and not provide them with copies of the Ethics and Disciplinary Procedure that substantially amends the constitution. Schippers had as his guests at the head table IG agents Scigalski and O'Rourke, his legal counsel Mr. Edward J. Hogan (supplied by the district counsel to monitor Schippers activities and report back to the district council) , Burke, and LIUNA Vice president Terrance Healy and international representative Bruce Monaco, both local 2 members who should have sat with the members and have no standing in local 2 other than as members.. The fact that Terrance Healy is a LIUNA vice president because his father in law was mobster Angelo Fosco does not entitle him to sit with local 2 officials at union meetings without the approval of the members..
99-06-04 Published notice of regularly scheduled meeting of Local 2 to be held at I.B.E.W. 134 Hall in Chicago because V.F.W. hall not been secured in time despite advance warning.
99-06-03 Published Notice of Trusteeship Proceedings for local 2 (LIUNA VP Terrance Healy) to commence June 15, 1999 at VFW Hall on 5858 West Archer, Chicago, Il.
99-05-28 Agreement signed by Attorney for Local 2, James Montgomery, on behalf of executive board members that they will not interfere with emergency trusteeship. GEB Attorney, Dwight Bostwick and Temporary Trustee, David Schippers, have right to go back into court to seek TRO (Temporary Restraining Order). Arguments were held before U.S. District Court Judge Bucklo, the judge who in 1998 accepted argument DOJ could not prosecute under criminal statues the cheating of Laborers Pension Funds , an egregious misinterpretation subsequently overruled by U.S. Courts of Appeals, 7th Circuit in U.S vs Palumbo http://www.kentlaw.edu/7circuit/1998/may/97-3807a.html Laborers for JUSTICE are curious how Montgomery expects to get paid in that local 2 members voted on May 11 not to pay any legal bills unless the membership approves. The check John Matassa, jr issued after the meeting will bounce and Laborers for JUSTICE suggest Matassa be indicted for unauthorized expenditure of union funds. We hope he used the mails to deliver the check
99-05-26 Request to IHO to protect members' rights of self governance.
99-05-25 Emergency trusteeship imposed on local 2 by GEB Attorney. David Schippers appointed temporary trustee. newspaper article
99-05-21 explanation-press release on developments in local 2 which will be forced to accept supervision by vote of the membership as realistic, sensible alternative to emergency trusteeship that will be imposed due to intransigence of mob boss John Matassa and lack of leadership -breach of fiduciary duties by Terrence Healy, LIUNA Vice President, special assistant to Arthur Coia. if local does not vote to accept supervision. local 2 members demand that a competent, zealous supervisor be appointed-no part time carpet braggers from the steelworkers.
99-05-20 letter from GEB Attorney to Executive Board members of local 2 requiring its reading to the members of local 2 at the next general membership meeting together with new Supervision Agreement members of local 2 will be asked to accept by majority vote.

Matassa
letter admitting constitutional mistakes-making another mistake by
scheduling nomination meeting at regular union meeting when constitution
calls for "special" meeting. All done on advice of "constitution expert"
Terrance Healy , son-in-law to mobster, former Chicago "street crew Boss"
and LIUNA General Executive President Angelo Fosco. Peter Fosco,
Angelo Fosco, and Terrance Healy are all members or former members of
local 2, The Sewer and Mine Tunnel Workers Union who should have stayed in
the sewers where they belong and not in office where they all got their
job because of the influence and control of organized crime, i.e the
Chicago 'Outfit". In 1996 Healy ran unopposed for LIUNA General Vice
president with the blessing and endorsement of the mob controlled Chicago
Laborers District Council and mob boss, John Matassa, jr., otherwise known
as "Pudgy" or in law enforcement circles as "fatboy"..
Terrence Healy
is now a "special assistant" to Arthur Coia-watching over the interests
and property of the Chicago "Outfit" from what we can tell. Terry Healy
will, we predict, be challenged by "Coia point man" Michael Lazzaretto in
2001 for LIUNA GEB Vice President.. Michael Lazzaretto is
president/business manager of Laborers local 152 in Highland park, Il. a
local known to its members as the "Lazzaretto State Bank"".
IHO Order and Memorandum barring John Matassa from the Laborers union
Email to IHO Peter Vaira requesting prompt acknowledgement of election protests. Email subsequently faxed because IHO won't accept email. IHO Fax line busy. Is it a case of under funding by LIUNA or IHO underestimating communication equipment capacity?
