Re: Dissemination of information to local 2 members.

Gentlemen:

On behalf of the 29 members of local 2 whose names are
on the petition and complaint signed Sat. May 22, 1999,

I hereby request that the Independent Hearing Officer do the
following:

1. Issue an order that local 2 mail out first class notices
of the scheduled hearings and have the post office follow
up to obtain the addresses of the 200+ members who did
not receive notices of nominations, notices of complaint
for trusteeship, or their Laborers magazine. Laborers for JUSTICE
volunteers to help local 2's trustee in this regard.

2. Arrange for the court reporters covering the trusteeship
hearing to provide electronic copies of daily transcripts
to me at this email address. If LIUNA can not afford this
service, members of local 2 will pay for it out of their
pocket to insure that members not able to attend will be able
to obtain the transcripts via passwords from a secure internet
server on a daily basis. it is pure folly to expect 1200 members
to come to local 2 to read the transcripts and lose a day's pay
in the process.

3. Permit the hearing proceedings be videotaped and order a copy
of the videotape be made available to local 2 for viewing in its

local union hall. If LIUNA can not afford this service to the
members,Laborers for JUSTICE will provide a camcorder and
technician free of charge. The IHO can control when the recording
is activated via remote control.

4. That as the representative/counselor to members of local 2, James
McGough be allowed to attend the hearings as their authorized representative.
