June 3, 1999

Dear Brother and Sister:

My name is Dave Schippers, and I recently have been appointed as the Trustee of Local 2 by the Laborers' International Union of North America ("LIUNA") - As you may be aware, LIUNA served documents a few weeks ago alleginq improper activities by Local 2 personnel and is scheduling A formal hearing seeking to impose a Trusteeship of Local 2. On May 24, 1999, the General President of LIUNA placed Local 2 in an Emergency Trusteeship pursuant to the LIUNA Constitution and pending the formal Trusteeship Hearing. It is my understanding that you will receive additional information regarding the formal Trusteeship process directly from the LIUNA Office of the General Executive Board Attorney.

Perhaps the most important message I can give you is that I am nothing more than your representative, I need and ask for your help in maintaining the viability of our Local and ensuring that our members receive the best representation as possible, I seek your assistance not for my sake, but rather for the good of our Local and most importantly for all who rely upon us - our families and our brother and sister members.

Our regular Local 2 Union meeting will be held at 7:00 p.m. on Tuesday, June 8, 1999. The location of the meeting is I.B.E.W. Local Union 134 Meeting Hall, 600 West Washington, Chicago, Illinois.
At this meeting, I will bring you up to date on all of the Activities since I assumed my position as Trustee and advise you of interim personnel changes,

In the meantime, and definitely in the future, I will need your help. I want you to feel free to contact Local 2 at any time so that we can answer your questions and provide assistance to you. New Business Representatives representing me will be visiting job sites, and I ask that you introduce yourselves to them and provide them assistance in championing the work of our members.

Lastly, I want you to know that our office is open to serve you and to advance our rights under our collective bargaining agreements. We will work with our Brothers and Sisters within the Laborers' District council, and we have every intention of working with our fellow Building Trades unions.

Fraternally yours,

s/David Schippers
