Call Scigalski or Luera and confirm what I say. A Wayne Strnad, director of Citizens for Community Action, invited me to talk to members of the Teamsters and Laborers who were part of his reform group in winter  2002. I gave Scigalski and Luera a copy of the sign up sheet with an indication who was a member of Teamster 726 and who was a member of Laborers local 1001 and the name of their attorney, Glaston of Glaston & Associates. They wanted to sue local 1001 for non representation. Organized crime business agents of local 1001 would tell these members they lost their arbitration hearings after the hearing was over. Glaston never cooperated with me. Strnad was an impediment and would not allow investigators to meet with his groups members without being present. They, of course, could have written members  at home and told members to make themselves available. There was probably no money authorized by Gow for the investigation and Scigalski does not work for free. If you want the list, ask for it in a letter.

Another chapter tells how Shirley Esposito, former recording secretary of local 1001, blackmailed organized crime and got a job for life for not sending the IRS the info on the two sets of books. I don't have a copy of the fax cover letter I sent to Charles Carberry, Chief Investigator for the Teamsters Independent Review Board wherein I asked him to subpoena electronic files of city of Chicago employees and members of Laborers local 1001 and other locals so that I and my friends at the Sun-Times could use computer database skills and electronic searching to link all the evidence in the Hired Truck and Clean-up programs. I thought you might appreciate receiving an update on recent developments in the corrupt city of Chicago and  organized crime's scheme to regain control of laborers 1001 and eventually the Chicago Laborers District Council. I ask myself if allowing Chianelli to be appointed as a provisional business agent for 1001 was an another "Luskin slipup" like the Guglielmetti slip up. There are two many things falling through the cracks in Luskin's office for me to have any confidence in the trusteeship process as a reform tool. I trust you and I trust Dwight Bostwick. I no longer trust those who have the discretion to prosecute corruption and elect not to do so.

 

In the Guglielmetti screw up, was the screw-up in your office or as I suspect, in Luskin's office?. The scandal that will hopefully surface as a result of the three year undercover FBI investigation of the Laborers in New England will, I contend, document the connections between organized crime and Arthur Coia and his puppet, Armand Sabitoni. That is my hope and expectation, assuming things are on the level and there are no John Connollys involved. Read the Suntimes articles of today and yesterday on corruption in Streets & Sanitation

I hope to obtain a computerized file of city employees by department and by union. I am going to ask the Teamster Independent Review Board or Chief Investigator Charles Carberry to subpoena from the City of Chicago an employee list with names, addresses  and from Laborers 1001 and local 76 and local 1 etc its membership lists with names, addresses, phone numbers, zipcodes and I and the crack database guy at the Sun-Times will link the names with HDO members and with names of known organized crime figures.  I can't depend upon the FBI or the City of Chicago to utilize technology efficiently and the Laborers  can't afford it and wouldn't want to do it away. A couple of years ago I had you and Project RISE investigators meet with Laborers and Teamsters on west Fullerton Av at Citizens for Community action  where Laborers and Teamsters were complaining about picking up garbage at non city of Chicago lots and containers and Teamsters were complaining about having to bribe someone to get snow removal duty for good over-time. The intricate connections between organized crime, labor unions, and the City of Chicago are readily apparent to me and I can't understand why others don't see the whole corrupt system . I wrote City of Chicago Inspector General Vroustouris about it in July 2003, spoke with him on the phone, and met with his agents at my expense for more than an hour explaining how the internal reform processes within the Laborers and Teamsters could bar individuals from membership and hence make them ineligible for employment by the City of Chicago.. Under the collective bargaining agreement, one has to be a union member as a condition of their employment. If the City did not have "the balls" to fire them and the LIUNA GEB Attorney or Teamster Independent Review Board did not want to take action, I or others could have assisted these individuals in filing internal union trial board charges and accomplished the task free of charge..

The Sun-Times had a very good article on HDO (Hispanic Democratic Organization) and the list of individuals below that were nominated for office for the June 26, 2005 elections in Laborers local 1001, Streets & Sanitation, former local of LCN members /associates Bruno Caruso, Frankie "X" Esposito, Spingola, etc shows how either organized crime or the HDO will regain control of local 1001, and in 3 years, the Chicago Laborers District Council, an entity put into trusteeship in 1998 for being under the influence and control of organized crime.

 

By scheduling an election in June 2005, LIUNA is prematurely ending the trusteeship imposed in March 2004  a couple of months early. Trusteeships are presumed valid for 18 months. After 18 months, an International has to prove a continuation of the trusteeship is warranted if challenged in U.S. District Court. DOJ should have filed a RICO suit against Laborers Local 1001 to put it under a court monitorship if it were really serious  about eliminating corruption in Streets & Sanitation, City Hall, the Hired truck Program, etc

If I were you, I would call Election Officer Dan Clifton or have Gow call Dan and obtain a copy of the nomination minutes to see who nominated whom and to get accurate spellings of names. I can’t trust the chicken-scratch handwriting of my source. Names, address and phone numbers should be obtained so we can tell what wards they come from.
